DEA Contact Adds New Development in Salina Animal Shelter Controversy
Newly obtained emails show that a representative from Humane Salina contacted the U.S. Drug Enforcement Administration in late February regarding records tied to the Salina Animal Shelter, marking a new development in the ongoing scrutiny surrounding the facility.
The email thread shows the complaint was sent on Feb. 24, 2026, and later forwarded on Feb. 26 to Jaron S. Dowell, a diversion investigator with the Drug Enforcement Administration under the U.S. Department of Justice. Dowell replied the same day, confirming receipt.
The emails do not indicate any finding of wrongdoing, nor do they confirm whether any formal investigation has been opened. At this stage, they show only that federal officials received the complaint.
The development comes before the next scheduled Salina City Commission meeting at 4 p.m. Monday, March 9, in Room 107 of the City-County Building, 300 W. Ash.
Monday’s agenda includes an executive session for discussion with legal counsel under attorney-client privilege regarding “legal considerations related to the City animal shelter,” with possible action afterward, according to information provided to Salina311. Because executive sessions are closed to the public, the substance of that discussion is not expected to be aired publicly unless commissioners later address it in open session.
There is no public indication at this time that the closed-door discussion is related to the newly surfaced DEA contact. The timing is notable, but no direct connection has been established.
