BREAKING: Salina Commission Votes 3-1 to Move Forward With Property Tax Increase for 2027 Budget


The Salina City Commission voted 3-1 Monday to move forward with the next step in the city's 2027 budget process, authorizing publication of a notice for a public hearing on exceeding the revenue-neutral rate.

Finance and Administration Director Debbie Pack told commissioners the proposed 2027 budget currently establishes a maximum estimated mill levy of 29.568 mills. The figure is based on direction commissioners gave staff during their July 13 study session to prepare the budget using an option approximately one mill above the current mill levy.

Under the proposal, the city would collect a maximum of approximately $16.88 million in property taxes, including approximately $13.51 million for the General Fund and $3.37 million for the Bond and Interest Fund.

The commission's action does not represent final adoption of the 2027 budget. It establishes the maximum property tax revenue and allows the city to publish the required notice ahead of the public hearing scheduled for September 14, 2026.

Pack noted the final mill levy could change following the Saline County Clerk's final certification in November.
