A Salina business has been identified by the City of Salina as being in significant non-compliance with industrial wastewater regulations during the first half of 2026.

The city's Utilities Department issued a public notice identifying Jackson Flats Washout, 640 W. Diamond Drive, as the only industry listed in the notice for significant non-compliance during the reporting period from Jan. 1 through June 30, 2026.

According to the city, Jackson Flats Washout exceeded limits contained in its wastewater discharge permit for biochemical oxygen demand, or BOD, and total suspended solids, or TSS.

What the Violations Mean

BOD is a measurement associated with the amount of oxygen microorganisms need to break down organic material in wastewater. Elevated BOD can place additional demand on a wastewater treatment system.

TSS measures suspended material in wastewater that can be captured by filtration. Excessive levels can also increase the burden placed on wastewater treatment operations.

The city classified the violations as Significant Non-Compliance, or SNC, under federal pretreatment regulations and city codes.

Industrial pretreatment requirements regulate wastewater entering municipal sewer systems before that wastewater reaches the city's treatment facilities.

City Issues Notices, No Financial Penalty

According to the public notice, the city took several actions in response to the violations.

Jackson Flats Washout received written Notices of Violation and entered into an agreed-upon compliance schedule with the city. Publication of the violations was also included among the city's enforcement actions.

The city reported no financial penalties against the company for the violations during the reporting period.

The notice was issued by Salina Utilities Director Martha Tasker as part of the city's reporting requirements for industries found to be in significant non-compliance with wastewater pretreatment regulations.
