Andrea Murphy Found Guilty of Animal Attack or Bite Violation in Separate Municipal Court Case

Andrea Lyn Murphy was found guilty Wednesday in Salina Municipal Court of violating the city's animal attack or bite ordinance, according to court records.

The case is separate from the pending criminal case involving Murphy and the December 2025 euthanasia of three puppies at the Salina Animal Shelter.

In the municipal case, Murphy was charged with one count under Salina City Code 7-5(2), listed in court records as an animal attack or bite violation.

The complaint and citation were filed July 22.

Murphy appeared without an attorney at an Aug. 4 arraignment, where court records indicate she was advised of her right to counsel. The case was continued at the defense's request, and Murphy entered a not guilty plea.

At a pretrial hearing Wednesday, Aug. 26, Murphy entered a plea of no contest and was found guilty the same day. Court records show she signed a waiver of her right to counsel and trial.

Murphy was sentenced to one year of court-supervised probation.

Court records entered Aug. 27 also show a 30-day jail sentence, with all 30 days suspended. As a result, the sentence does not require Murphy to serve those 30 days in jail unless circumstances later cause the suspended sentence to be imposed.

A follow-up hearing concerning fines is scheduled for 8 a.m. Oct. 1.

The municipal court case is listed as court-supervised as of Aug. 27.

Separate Animal Shelter Case Remains Pending

Murphy also continues to face a separate case connected to the December 2025 euthanasia of three puppies at the Salina Animal Shelter.

That case should not be confused with Wednesday's animal attack or bite conviction.

Murphy and former Salina Animal Services employee Monique Hawley have each been charged with three misdemeanor counts of animal cruelty stemming from the Dec. 16, 2025 incident.

Those charges remain pending, and a criminal charge is an allegation unless and until a defendant is found guilty.

The municipal court conviction reported above does not determine Murphy's guilt or innocence in the separate animal-cruelty case.
