Salina Municipal Court is scheduled to hear 46 arraignment cases involving 43 defendants on Tuesday, Sept. 1, with expired vehicle registrations and insurance-related violations making up the largest share of the docket.

The cases are scheduled throughout the day in Courtroom 1 before Municipal Court Judge Jason E. Maxwell. W. Brad Sutton is listed as prosecutor.

All charges on the docket are allegations. A person appearing on an arraignment docket has not been found guilty unless and until the case is resolved in court.

The morning docket includes two misdemeanor criminal cases. One involves allegations of criminal trespass and interference with law enforcement. The other involves allegations of unlawful possession of marijuana or tetrahydrocannabinols and possession of drug paraphernalia or certain drug precursors.

The remaining 44 cases are traffic or vehicle-related matters.

Expired Tags and Insurance Lead the Docket

The most common allegation on the Sept. 1 docket is an expired or missing vehicle registration.

Motor vehicle liability insurance violations are the second-most common, appearing 13 times.

Driver's-license-related violations also appear repeatedly, including seven general driver's-license allegations and two separate allegations of driving while a license was canceled, suspended or revoked.

Because a single case can contain several charges, the number of allegations is greater than the number of cases.

Four Cases Involve "Parking Disabled and Other Vehicles"

Four cases are listed with an allegation described as "Parking Disabled and Other Vehicles."

The wording does not refer to parking in a space reserved for people with disabilities.

Salina's traffic fine schedule treats that offense separately from accessible parking, which appears as its own charge on the same Sept. 1 docket.

The "Parking Disabled and Other Vehicles" provision generally applies to disabled, damaged, abandoned or similar vehicles parked or left under circumstances prohibited by traffic ordinance.

Two separate cases on the docket involve accessible-parking allegations.

Three Street-Barrier Allegations Appear on One Docket

Three cases include an allegation identified as "street barriers."

The provision generally concerns streets or alleys closed for construction, repair or other work and prohibits unauthorized activity involving barricades or entering areas that have been closed.

The court docket does not identify the location of the alleged violations or establish whether the three citations are connected to the same construction zone or street closure.

Other Vehicle-Related Allegations

The Sept. 1 docket also contains allegations involving illegal license plates, seat belts, speeding, stop and yield signs, turning movements, following too closely and parking restrictions.

Another includes allegations related to striking unattended property, a driver's license, backing restrictions and an expired registration.

Those allegations remain unresolved unless and until a court enters a final disposition.
