Zoning Appeals Board Elects Randall Hardy Chair, Justin Owens Vice Chair

The Board of Zoning Appeals on Thursday elected Randall Hardy as chair and Justin Owens as vice chair for terms running through the board's annual meeting in September 2027.

Planning Manager Dustin Michelson, acting as secretary for the elections, said the September meeting is the board's annual business meeting under its bylaws. Officers serve one-year terms and may not hold either office for more than two full consecutive one-year terms.

Owens, who completed one year as chair, declined to seek a second year in that role, citing increased work travel. Board member James Bowden nominated Hardy for chair. With no other nominations, members elected Hardy on a voice vote with none opposed.

Hardy received a nomination of Owens for vice chair. With no other nominations, Owens was elected vice chair on a voice vote with none opposed. Former vice chair Mike Trow has resigned from the board, leaving that office open going into the election.

Michelson also corrected the staff report's membership list, saying Ken Krier's three-year term expired Aug. 31 and that Owens had been left off the printed roster. He said the board's four appointed members are Dave Baker, James Bowden, Randall Hardy and Justin Owens, all eligible for either office. Bylaws require at least three affirmative votes to adopt any item of business.

Members earlier approved the Aug. 20, 2026, minutes 4-0. Staff said no applications were yet on file for the next scheduled meeting Oct. 15, and no one spoke during the public forum.
