Beyond Downtown Business Fees, Salina Budgeted Another $175,000 for Downtown Programs
City of Salina records show $175,000 was budgeted in 2026 for downtown-related funding beyond the mandatory service fees paid by businesses within Business Improvement District No. 1.
Records provided to Salina311 list $90,000 as a “Supplement” and another $85,000 for “Facade/Development Incentive” funding. A separate City budget document states that, in addition to BID assessment fees, the City provides an annual operating supplement to Salina Downtown Inc. and annually funds the facade renovation program.
The same records show the additional funding has increased from $95,000 in 2022 to $175,000 in 2026, with $185,000 requested for 2027.

The important distinction is that this is not the BID fee itself. For 2026, businesses inside the BID are separately assessed mandatory service fees under Ordinance 25-11254. For example, the 2026 Santa Fe District fee is $317.20 plus $13.52 per frontage foot, capped at $1,885.
