Charges Dismissed Against Former Salina Animal Services Managers Hawley and Murphy
Saline County District Court has dismissed the animal cruelty cases against former Salina Animal Services Manager Monique Marie Hawley and former Operations Superintendent Andrea Lyn Murphy.
Orders filed Monday, Oct. 5, show District Judge Andrea Swisher granted the State’s motions to dismiss both cases without prejudice after hearings on Oct. 2. The motions were submitted by Deputy Saline County Attorney Andrew C. Couch. Court costs were taxed to the State.
A dismissal without prejudice means the State may seek to refile the charges later; it is not the same as a finding of guilt or a finding of innocence at trial.
Each woman had faced three Class A nonperson misdemeanor counts of cruelty to animals tied to the Dec. 16, 2025 euthanasia of three parvovirus-positive puppies at the Salina Animal Shelter, according to prior Salina311 reporting and court filings in the case. Both had pleaded not guilty. After the court granted motions to sever the cases in August, separate jury trials had been set for November.
In recent weeks, Murphy also had pending motions seeking a change of venue, disqualification of the Saline County Attorney’s Office and dismissal of the charges. The Oct. 2 dismissals end the active criminal cases under those case numbers unless the State files again.
