Salina Cultural Plan Heads Toward October Review Ahead of January Completion

Preliminary findings from Salina’s cultural assessment will reach city commissioners October 26, offering an early look at research intended to guide future arts and cultural priorities before the full plan is completed in January.

According to the October Arts & Humanities Commission packet, Keen Independent Research will present preliminary findings and an overview of its work during a City Commission study session at 2:30 p.m. October 26. Arts & Humanities commissioners are scheduled to review the draft October 21, five days before that presentation.

The September meeting minutes describe the preliminary presentation as an overview of goals, findings and research conclusions. The full plan is expected to come before city commissioners for consideration in January.

The October 21 agenda lists the draft cultural plan review with a recommended action to “receive and file.” A separate copy of the draft is not attached to that agenda, which also includes discussion of preliminary Arts & Humanities Commission goals for 2027.

The October 26 presentation will extend beyond the cultural plan. Staff say it will include information about local cultural organizations receiving public funding and final figures for the 2026 Smoky Hill River Festival.

A separate music study is also moving forward. Arts & Humanities Director Brad Anderson and staff member Sarah Keck attended a Kansas Music Ecosystem summit reviewing survey results from seven Kansas cities. Salina stakeholders are expected to review local results later in October, with final actions shared with the Arts & Humanities Commission in November.

Staff report that early indications from the music study align with Keen’s draft findings. Neither study’s detailed results are included in the October packet.

The Arts & Humanities Commission meets October 21 at 4 p.m. at the Smoky Hill Museum, 211 W. Iron Avenue.
