Salina Planning Commission to Review Rezoning Request for New Three-Story Surgery Center

The Salina Planning Commission is scheduled to consider a rezoning request Tuesday that would help clear the way for a new three-story surgery center and medical clinic near downtown Salina.

The meeting is set for Tuesday, May 5, 2026, in Room 107 of the City-County Building.

The request, listed as Application #ZMA26-003, was filed by Matthew Murphy with Treanor Design on behalf of Salina Regional Health Center Inc. The application seeks to rezone several properties on the west side of South Fourth Street, between Mulberry Street and South Street.

The properties are addressed as 308, 312, 316 and 320 S. Fourth Street and include lots that are currently zoned C-3, Shopping Center, and R-3, Multiple-Family Residential. The applicant is requesting that the parcels be rezoned to C-4, Central Business.

According to the city staff report, Salina Regional Health Center has acquired a larger 2.38-acre zoning lot in the area. The specific rezoning request covers 30,000 square feet of that site.

The proposed project would include a three-story surgery center and medical clinic with a 32,856-square-foot building footprint, off-street parking and landscaping. The conceptual site plan shows 114 off-street parking spaces, although city staff notes that off-street parking is voluntary in the C-4 district.

City staff said the rezoning would bring the site under a unified zoning district and remove what the report describes as obsolete split zoning across the property. Portions of the overall development site are currently divided among R-3, C-3 and C-4 zoning districts, creating different development standards across one project area.

The report also notes that some former residential dwellings on the affected lots have already been demolished. The city’s background information lists former homes at 308 S. Fourth Street and 316 S. Fourth Street as having been demolished in 2026. Other dwellings on nearby lots were demolished in earlier years, including structures removed in 1990 and 2014.

City staff said the area has shifted away from residential use and toward commercial and institutional development. Nearby uses include the Homewood Suites hotel parking lot to the north, Salina Regional Health Center offices to the east, Rose Hill Bank to the west and the City of Salina Water Treatment Plant to the south.

The applicant also plans utility-related work as part of the redevelopment. According to the staff report, existing overhead electric utilities would be relocated, and the sanitary sewer line in the north-south alley that runs through the site would be upgraded.

The project also includes a proposed canopy over the main entrance. Because the canopy would extend into or over the existing public alley, the applicant is proposing to vacate the alley and convert it into a utility easement. A separate license agreement application would also be required through the City Commission for the canopy encroachment.

City staff found that the request conforms with Salina’s Comprehensive Plan, which designates the area as Downtown. The staff report states that larger institutional, government and office uses are encouraged downtown and that multi-story buildings are also supported in the downtown development criteria.

Staff is recommending approval of the rezoning request.

The Planning Commission may recommend approval, postpone the item for more information or recommend denial. Final rezoning decisions typically require action by the Salina City Commission.
