Salina Family Healthcare Center Medical Campus Advances to Final Plat Review
A proposed new medical campus for Salina Family Healthcare Center will return to the Salina Planning Commission on Tuesday as the organization seeks final approval of the property’s legal layout.
The project is planned for a 9.27-acre site at 530 S. Ohio Street, at the northwest corner of Ohio Street and Edison Place. Salina Health Education Foundation is requesting that the property be replatted as one commercial lot known as the Salina Family Addition.
The property previously operated as a utility company office and service center. It was initially used by Kansas Power and Light, later transitioned to Western Resources and was most recently occupied by Kansas Gas Service. The site currently includes a vacant commercial building, paved parking areas and a gravel storage yard.
Salina Health Education Foundation acquired the property with plans to remove the existing structures and construct a new medical clinic campus for Salina Family Healthcare Center.
City documents describe the broader project as a planned 75,000-square-foot medical campus. The current development layout included with the final plat shows a building footprint of approximately 41,111 square feet, covering slightly more than 10% of the property. The remaining land would be available for parking, internal drives, landscaping, utilities and drainage infrastructure.
The Planning Commission approved the project’s preliminary plat by a 6-0 vote on March 17. Commissioners later modified the approval conditions to allow building permit review to begin before the final plat was completed.
On April 13, the Salina City Commission approved several measures connected to the development. Those actions included rezoning the entire property to C-3 commercial zoning, approving a 105-foot opening in the restricted-access area along Ohio Street and accepting public utility and drainage easements.
The final plat would replace older property descriptions dating to 1938 and establish clearly defined boundaries along Edison Place and the former Smoky Hill River channel. City staff said the updated plat would place the property within one recorded commercial lot and provide a clearer legal framework for development.
The proposed campus would have two entrances along Edison Place and one full-access entrance on Ohio Street. No new internal public streets are proposed.
Planning staff is recommending approval of the final plat with four conditions. The developer would be required to receive final approval for a new public water main extension along Edison Place, obtain a floodplain development permit for stormwater infrastructure near the old Smoky Hill River channel and construct a five-foot public sidewalk along the north side of Edison Place.
The conditions would also require all new electrical, gas, communications and television service lines serving the property to be installed underground.
The Planning Commission will consider the application during its meeting at 4 p.m. Tuesday, June 16, in Room 107 of the City-County Building.
