Salina Commission to Consider $1.18 Million Axon Police Technology Contract on Consent Agenda

The Salina City Commission will consider consolidating and renewing the Salina Police Department’s agreements with Axon Enterprise Inc. under a new five-year contract valued at $1,178,147.84.

The proposal is scheduled for consideration Monday as part of the commission’s consent agenda. Consent-agenda items are generally approved together without individual presentations or discussion unless a commissioner or city staff member requests that an item be considered separately.

According to the agenda, the agreement would cover public-safety technology, equipment, software, maintenance and digital evidence-management services used by the Police Department.

The proposal would consolidate several Axon products and services that are currently governed by separate contracts. Those existing agreements include body-worn cameras, in-car cameras, interview-room systems, TASER energy weapons and access to Axon Evidence, the company’s cloud-based digital evidence platform.

One existing five-year agreement, which runs from 2024 through 2028, carries a total cost of $429,747.79. It includes body-worn camera equipment, camera replacements, docking stations, Evidence.com licenses, digital storage, live-streaming access and related services. The annual payments under that agreement are approximately $85,950.

That contract includes 65 primary Axon Body 4 camera packages, additional camera equipment, nine multi-bay docks and licenses for evidence storage, livestreaming and remote response capabilities.

A separate in-car camera and interview-room agreement has a total value of $275,976.45. It includes 17 Axon Fleet 3 systems, three Fleet 3 renewals, interview-room storage and software maintenance.

The proposed $1.18 million agreement is not simply the combined value of those earlier contracts. Portions of the existing agreements have already been paid, while some equipment and software terms extend through 2028 or 2030. A consolidated agreement could include credits for remaining services, replacement schedules, new equipment or extended software subscriptions.

The agenda materials include copies of current contracts, product information and an Axon sole-source letter. However, the materials do not provide a single line-by-line breakdown showing how the proposed $1,178,147.84 total was calculated, how much credit the city would receive from its existing contracts or what the city would pay during each year of the new agreement.

The packet also includes information about the TASER 10, Axon’s newer energy weapon. According to Axon, the TASER 10 has a detachable magazine holding 10 cartridges, a range of up to 45 feet, internal weapon logs and the ability to connect with Axon Evidence and activate compatible camera systems.

Axon’s sole-source letter states that the company is the only manufacturer and distributor of TASER-branded products and the sole developer and provider of Axon Evidence. The letter was prepared for the Salina Police Department and dated May 7, 2026.

Current Axon agreements also contain provisions involving the company’s Customer Experience Improvement Program. Under those terms, de-identified portions of agency content may be shared with Axon for product development and improvement.

The commission packet does not clearly identify the annual payment schedule for the consolidated agreement, the fund that would cover the expense or the complete number of new and replacement devices included.

Commissioners may request clarification on those terms before voting or remove the item from the consent agenda for separate consideration.
