Commission Awards County Vehicle Leasing Contract to Enterprise
The Saline County Commission on Tuesday awarded a vehicle leasing contract to Enterprise under Request for Action 2026-94, following staff's recommendation after a competitive request for proposals.
County Administrator Matt Stiles said the commission had directed staff to explore leasing during the budget process. Four proposals were received in May; staff narrowed the field to three firms—Enterprise, Unified Fleet and Marshall Motors—and compared costs for vehicles tied to the 2027 Equipment Improvement Plan, plus Appraiser's Office and Emergency Management needs.
On an all-in comparison, staff reported Enterprise's proposed cost at $113,136, about $38,699.64 below the second-place bidder. The packet budgeted $150,000 in the county EIP and $50,000 in the Road & Bridge Special Equipment Fund to start the program, which staff said was enough to lease four upfitted Sheriff patrol vehicles, one Sheriff van, two small SUVs for the Appraiser, one upfitted Emergency Management truck and two Road & Bridge trucks. Staff recommended about 10 vehicles in the first year of a 60-month leasing approach.
Commissioners heard from Marshall Motors and Enterprise representatives, and from Sheriff's Office Captain Hughes, who said the office was not advocating for a particular vehicle platform. After discussion of local-vendor preferences, Tahoe versus Durango options and residual-value terms, a motion to approve RFA 2026-94 as presented was seconded. On a voice vote with support and opposition recorded, the motion passed.
