Salina Man Arrested After Disturbance Leads to Confrontation with Officers
A Salina man was arrested Monday afternoon after allegedly confronting a stranger, resisting officers, and battering a law enforcement officer.
According to the Salina Police Department, officers responded at approximately 2:30 p.m. on June 23, 2026, to the 700 block of North Ninth Street to assist a Kansas Highway Patrol trooper who had been flagged down by concerned citizens.
Witnesses reported that a man, later identified as 53-year-old Phillip Ledesma of Salina, had approached a 22-year-old man in the 200 block of West Grand. Ledesma allegedly yelled that someone was being held inside the victim’s residence, a claim that investigators determined was unfounded.
Authorities said Ledesma, who was unknown to the victim, aggressively approached the man and acted as though he intended to strike him. Officers reported that Ledesma appeared to be under the influence of an unknown substance.
A Kansas Highway Patrol trooper located Ledesma in the 700 block of North Ninth Street. According to police, Ledesma was uncooperative and aggressive toward officers, refused commands, and attempted to walk away from the scene.
When officers attempted to detain him, Ledesma allegedly pushed an officer. He was taken to the ground but continued to resist before being secured and transported to a local hospital for evaluation.
Police said Ledesma remained uncooperative while at the hospital. After being medically cleared, he was booked into the Saline County Jail.
Ledesma was arrested on requested charges of:
•Assault
•Battery
•Criminal restraint
•Battery of a law enforcement officer
•Interference with law enforcement
The investigation remains ongoing.
