Salina May Pay $725,000 for 160 Acres Beside Municipal Landfill
Salina city commissioners will consider purchasing a 160-acre tract adjoining the municipal solid waste landfill for $725,000, with staff citing the site’s potential to supply soil needed for landfill construction and cover.
The quarter section is at the southwest corner of Burma and Farrelly roads. Its trustee contacted the city in January about a possible sale, prompting soil, environmental and wetlands studies by the city’s landfill engineering consultant.
According to the staff report, the property could conservatively supply 1.5 million cubic yards of material for daily cover, final cover and bottom-liner construction. The negotiated price is approximately $4,618 per acre, compared with an appraised value of $3,656 per acre.
The city has already spent $28,000 on site analysis and $600 on an appraisal. The proposed purchase would be paid from the Solid Waste Reserve Fund, which has a balance of approximately $5.7 million.
The seller-signed contract calls for a $25,000 escrow deposit and the remaining $700,000 at closing. Unless extended for title issues or by written agreement, closing would occur by Sept. 30.
Staff recommends authorizing the city manager to execute the agreement. No acquisition has yet occurred.
